Impacts of Bill 25 on Quebec Public Bodies: Data Governance Issues and Solutions

Bill 25, the Act respecting Access to documents held by public bodies and the Protection of personal information, which was adopted by the National Assembly on September 21, 2021 and assented to on September 22, 2021, introduces major changes in the area of research and, in particular, allows a public body to disclose personal information if the use thereof is necessary for study, research or statistical purposes, but does add new obligations. We will review the impact of these new obligations on public bodies.
